My t-mobile phone is being retarded. help!?

it does this thing where when you try to turn it on, it acts like it's gonna come on, but then it shuts off. and does that over and over and over without me having to even touch the phone. like automatically half-way turns on and then turns off. i've tried just leaving it off for a while, taking out the battery, taking out the sim card, plugging it up to my charger ( it's fully charged) and nothing helps. it's never been anywhere near water. it's not broken. idk. can someone please please help me
