My Suzuki GS500 has very heavy steering, what is causing it?

My bike has heavy steering at the moment, and the M.O.T is due soon so its going to be a problem, what could be causing it, there doesn't seem to be free play in the wheel bearings, I sprayed in a tin of grease which helped but not a lot.
Any ideas?
