My son had his arm broken in San Diego Jail. Can he receive State Disability?

My son is NOT a criminal. He was arrested after having his first bipolar "manic" episode while driving. Evading the police in Poway. He finally stopped. He was lost and just wanted to get home, and was in very psychotic state. They issued a felony charge. It's usually a misdemeanor. He has NO priors. The incident was with NO accident, NO death, NOT running from a crime scene, NO weapons. He was injured San Diego jail.( by who?? is a mystery- he says an inmate did it) His arm was so badly broken - it needed surgery and steel plates. Can he file for state disability, as he will never be able to use the arm with much ROM again -even with PT/OT. Thank you.
