placeware? I really don't want the tables to look empty and thought about setting the tables as you would for a sit down dinner and have each person taking their plates with them to the buffet. I know that sounds Picadilly Cafeteria, but I want the tables to be picture perfect.

I then talked to my mom about it and decided that maybe nice chargers would look good with the napkins and party favors sitting atop.

Please give any ideas or pictures that you have to share.

My company Christmas party is served buffet style every year, and what is done is that the dinner plates are at the buffet line, the tables are set with bread/appetizer plates & a charger per seat, wine glasses, and dinner ware/napkin, plus centerpiece. It works, looks elegant and doesn't run a bill for extra dinnerware.
 
You can always put down place mats at each setting, along with water glasses, wine glasses, and silverware. It will still look nice and not be empty. While I can understand the need to want everything to look just so, you also want make things as easy as possible for your guests. It's easier for them to walk in, get their plate at the buffet table and get their food, and then go sit down.
You can add a variety of things to the place mats, like maybe a poem that is special to you and your fiance, or even the story of how you met or how he proposed. It adds something personal, and fills even more space!
 
I don't know what "Picadilly Cafeteria" is, but I don't see anything wrong with people carrying their own plates to the buffet. Sounds classier than having stacks of them at the front, in my opinion.

At my sit-down meal, the meals were brought out on plates, so the plates weren't on the table. There were no chargers at the place settings, so instead there was just the silverware, glasses, etc. and then the napkin was folded into a fan shape where the plate normally goes. At first I didn't like it, but I don't think anyone else thought it looked unusual.

I see nothing wrong with either of your ideas. I think they sound great.
