My really good friend is being flaky and kind of rude?

We were suppose to go the fair today and last night she promised she'd call today at noon to tell me what time we were gonna go to the fair tonight. Well noon came and passed and then at about 5 pm I called her and she said she was at the beach with her sister and was like "Oh do you still wanna go to the fair?" I said "Well duh that has been the plan for a week now" and she's like "Ok I'll call later". It's 10:30 now and I called her two hours ago but she didn't pick up. Tomorrow we're suppose to go to a huge bonfire (about 200 people from my county) but she wants to go at 2 pm when it's hot and it'd just be me and her, but at 5 pm alot more people we know are going and it'll be cooler and I'd rather go then. She said she wants to go early and I said that it'd be lame if just her and I went and went swimming alone and sat on our towels not knowing anyone from the crowd of people. She's like "Don't worry about what others think" but that's not what I was worried about, I was worried about being bored w/ just her and I ><. Then she tells me I should park my car at a parking meter and take the bus to the area where the bonfire is so I can save $15 on the parking lot, but that's not a good idea because if I need to leave to get dinner then obviously I wouldn't be able to and also I'd have to keep going back to the meter and giving it mor ecoins every hour. Ugh am I being unreasonable?! Do I call her tomorrow and ask if she's going to the bonfire??
