Sweet Disposition

I have a yorkie, Chihuahua mixed 13 week old puppy and he will not go to the bathroom outside. I got him last week, and literally since then he's only gone in the house. I take him out regularly but no matter how long I keep him out there, as soon as we come inside he goes on the floor! It's like he's not even interested when I take him out...he stands there and shakes. Please help me...is there like something wrong with him because he doesn't know how to go outside?
