My puppy doesn't have a shinny coat?

I have a 14 week old German Rottie. Purebreed. and his coat is not shinny? I want to switch his dog food in hopes it will help, Someone told me it was just his puppy fur but he has really dry skin and I believe this is part of the reason why. Besides witching food is there anything I can do to help his coat look shinny? or is in fact it his puppy fur and his coat shinny coat will come later?
 
I don't think it being puppy fur has anything to do with it. Besides switching his food, you could try a new puppy shampoo, perhaps one that has moisturizing properties to help with his dry skin.
