My propel wont let me set a 29k mp3 ringtone as my ringtone at all.?

there is nothing on my phone besides 1 picture and a couple ringtones... and I have had other rigtones that were 29k that was set as a ringtone. I made these ringtones at tonebee.com... I just dont understand it. It works on my moms phone and she has a piece of junk phone..I jsut dont understand it. Please help
