My Pony always stops and dodges jumps?

ok, my pony is 3.1hh and is a black welsh section c. i have had her since she is 5 and she was meant to be a great pony that had done everything excellent. when i got her i just did the basic ground work for 2 month until we were used to each other not ruching things. i asked her to go over a small cross pole and she was fine and for the last year we have built up she now jumps 75cm but oly it it is a spread or an upright. i have tried to get her over a VERyY small barrel about 60cm and she just wont do it, i have tried everything, relaxing giving her her head to chasing her on and a good contact and giving her head atthe last second she always seems like she is going to jump but just as he are there she flkings her head up and runs out or just stops. i have got her to jump it but only a few times and now she has got used to stopping its becoming a bad habbit, i know its not all her fault some mine ut i just don't know what to do, i have always had pony's i have had to bring on and have never really had a pony to have fun with. i'm taking her to a pony club XC rally on tuesday just to ghet her out, I might try a few jumps but not them all, I just don't know what to try. i have tried comig off the pony and leadig her over she just wont do it. I love her and she trusts me at everything else but this, please help.
lol, i meant 13.1hh imagine trying to jump a 3.1hh pony ... also i don't finish up until she has jumped the fence she has stopped at as i know it will get her into habit.also, she is not fat, but not fit either she was off work in the winter for a month but has been working everyday for the last 3 month. oh and she alway dogdes to the Left.
 
Maybe a previous owner abused her using a barrel or a close stable mate got hurt andshe watched. Either way from what you've wrote I think he's just scarred by it. try walking around the barrel to show him there is no reason to fear it. possibly try covering it with a sheet and have him walk around it then pull the sheet off.
 
you need to anitcapate her dodging and make her go forward. carry a crop and if you feel her slowing AT ALL then give her a little smack on her haunches and always look straight forward over the jump and push her to go over it. if you feel her turning to the left turn her right until she is facing the jump. if she does refuse than back her up until you can safely jump it. horses hate backing and this will teach her to jump or face something unplesant. be firm but don't try to ask too much of her. she probably doesn't know what is nehind the jump. let her sniff the jump and walk her up to it b4 you ask her to jump it.
