my place is full of potheads?

is there any way i can do something to bust everyone at my building especially my landlord?
also my landlord is a super druggie who is close with a druggie tenant
 
I agree with Toastee. Had to do the same thing with my neighbors.
Windows breaking, fights, a fire and a an absent landlord made it crazy.
The police took it seriously.
