My photos come out very hazy looking?

I have been shooting surfing photos with my canon xsi. They are coming out really hazy looking. What is happening. This is a photo I got a week ago at Malibu with the 55-250mm canon lens fully out to 250mm with f/5.6, ISO 100, Daylight WB.

Is it because I have a cheap lens??(Retail only around $250)
