my phone wont charge correctly?

Sometimes it charges like up to full 4 bars, sometimes i leave it in for 5 hours and get 3 bars, sometimes it says its charging when its plugged in but after a night of said charging it has no charge. the battery does seem to run out faster than it used too but idk whether its the battery or the charger and they're both expensive. help please
