my pc only read 4gb from an 8gb flash drive?

i plu inan 8gb flash drive. go to property and it shoes 8bg...but when i short cut and place it on desk top..pc only read it as a 4gb instead of 8gb? any reason for this?
 
4gb is probably how much is being used
update your question with the operating system and make/model of the PC
USB support started with Win98 Second Edition. And Win98SE can only handle upto a certain size flash drive.
