My parked car was hit. Who is at fault?

SUV hit a smaller car and the smaller car hit my car which was parked. SUV driver fled the scene and the driver of the small car went to the hospital. I got a report from the police but if I need a full report I'll have to mail and pay for it. I know I have to report this accident to my insurance. Who ends up paying for my deductible? I have comprehensive/collision and uninsured motorist. Is it the SUV or the small car? What else do I need to do?
