My palm tree bubble light won't bubble when I fill the trunk completely with water anymore? What's wrong?

My parents bought me a 90in tall palm tree that's trunk fills with water and is centered in a black base that has a bubbler thing and a light. It is supposed to bubble continuously and it has plastic colored rectangular inserts that go above the light to change the color of the trunk of the tree and it's bubbles. It has worked fine for years but recently, when the trunk is filled with water, the bubbles don't work.

My dad and I cleaned the tubes to the bubbles and checked for blockage of air coming through but there was none. The weird thing was that we emptied it and cleaned it. Then we filled the trunk slightly with water and turned it on. It worked! The bubbles were nice and strong and we thought everything was fixed. I continued filling the trunk with the bubbler on and when the water reached three fourths of the way up the trunk, the bubbles stopped but I could still hear the bubbler working and it was still blowing air.

We rechecked every tube and tried again and the exact same thing happened. The trunk is supposed to be filled completely and it never had a problem bubbling when it was completely full before. Also, when my dad would squeeze the tubes of the bubbler or turn it sideways and squeeze the tubes, bubbles would start but stop eventually.

Has anyone else had this problem or can anyone help us fix it please?
