My new 3 yr old dog wont "do his thing" outdoors!?

So I have a new weiner dog, and he is great. That is, until he is left alone in the house. Everytime I come home he has peed and pooed on the floor, and sometimes has eaten something he shouldn't have.
When I take the dog outside he just runs around me and jumps on me... never "does his thing". And when I put him out on a tie out and watch him out the window, he does nothing.
He was mainly an outside dog before.
What can I do to help break his bad habits???
he is already neutered so that's not the problem here. but i know it can stop them from marking territory.

im going through this too. i just got a 1.5yr old female beagle, unspayed. im trying to train her & she never goes outside even when i take her out like 5x in a row, she goes like 5mins after coming back in! its exhausting! im thinking of trying those potty training pads they have. u can leave them by the door & there is some scent in them that attracts the dogs. they r less than $10 at walmart, prob around the same at pet stores. maybe try those? good luck (aghhhh!! haha)

maybe its because they arent spayed/neutered? i plan to spay mine, so i hopeeee that helps
