council housing they said she had to pay? the council want my mum to pay upfront for the wasps nest to be destroyed but she is on three pensions and they say she is not exempt from not paying is this true they can refuse to do it free of charge they said they wil only do it free of charge for ppl on benefit

So you live the the UK huh? Well yep you're gran is going to have to pay im afraid, no way round it :( that i know of
