my mountain bike pedal system is very loose?

i just bought a second hand silverfox viper mountain bike but i have noticed a few things that i think are wrong with it?

pedal system is very loose - is this correct or is there something missing?

or maybe it just needs tightening?

it feels tight? please can someone help!

i can hold it and shake it, its very loose! it cant be safe?
its the bottom bracket that im worried about, im pretty sure it should be fixed nice and tightly?
 
You may need to tighten the bottom bracket but you have to remove the crank arm first. You will need some tools.
