My Mazda mx6 1991 is smoking from the engine?

what it could be is a valve not sure on the name but in U.S. dollars it costs about $5. Have replaced a few but can't recall the name, i believe what it does is hold the oil from coming out and when it breaks oil will get on parts of your engine thus causing the smoke.

It takes a while for my mazda to kick over sometimes, but after i drive it for a while, and stop at stop lights, the hood starts smoking, not overhelming smoke but noticable white smoke, it started after my brother in law replaced my water pump and put to much oil in it, blowing the casket im guessing?
we did a quick fix with some filler, but the smoke is still there, im just wondering what it could be, and how much do you think it would be to fix it, in australian dollars?
