My Mazda 626, shift stick, over heats.?

I changed the radiator, water pump and thermostat. When im driving, the temp is in normal position but when i come to a stop it goes high. As soon as i start driving it gets back to normal. Can u please tell me whats wrong with the car.
 
1 1 car tuned..bad running runs hotter
2 50/50 coolant/water mix works better than water alone
3 hoses good/ bad hose gets soft and goes flat causing no coolant flow
4 thermoxtate good? in rightside up
5 is all shrouding around fan..and is fan even working
6 is cooling system sealed? cap good
7 got enough clean OIL.yes oil helps cool it
8 changed tadiator,,,new or junk from junk yard,,,
 
Sounds like two different possible problems.

Blocked air flow path that is over come by driving faster pushing the air.

Electric fan problems. When it starts getting hot the temprature sensor should turn the fan on. If not the sensor may be bad.

Possible blown electric fan fuse/loose wire connection

Or bad fan motor.
