My LG Incite is locked & I can't get it unlocked. I tried everything! How do

I get it unlocked? I took the battery out(because it won't even let me turn it off), I reset it, it went dead & it si still locked. I can't use it at all because it is locked. People can call me & it will let me answer it but it is still locked.
