My legs get itchy when there is cold garden hose water on them?

For some reason my legs get itchy when there is cold garden hose water on them. a few minutes ago i was playing with my dog and a laid down in the grass. does that have anything to do with it?

my guess is it's the grass making you itch, not the hose water.
