that x is showing that either the file is corrupted or the internet cant load the picture,i think you have to enable java try that from internet option and the advanced setting you should then check the enable of the java ,i think

This happens only in your browser, right? Go Tools/Options/Content and tick Load Images Automatically.

Where isn't it showing pictures?
Always - so if you open a .jpg with Paint you just get the red cross?
When it an attachment in an email?
Other?

There are a number of reasons it could be but it would help if you could clarify the above.
