My laptop won't charge past 67%, what's wrong?

Just yesterday (I can't remember what time) I realized my laptop was still not up to 100% battery life, and it wasn't charging any further. I shrug and figure a restart in the morning will fix it.

It doesn't.

It's still listed as plugged in, not charging, and continues to sit at 67%. I unplugged it for a few moments, and checked over the cord as best I could, and carefully coaxed a twist in the cord out. Plugged my laptop back in at 64%, and it only charged until 67% again.

I can continue to use the cord, but I'm worried this means I'll lose cord-life soon. I almost never use the battery unless the power's out, so it's not a big loss if that's the only problem, but I need the cord to keep working.

SPECS (not sure if I've got all needed here...)
- Windows Vista home premium
- HP Pavilion dv2500 Notebook PC
