My Lab/Shephard mix puppy whos is 9 weeks old WILLNOT STOP WHINING! ?

He gets plenty of love and attention being this is the first puppy we have had in a long time. He is driving me nuts. His whining gets so bad sometimes and so loud it sounds like he is being tortured. I have read books, ignored him, told him to be quiet, said no, but to no avail. Someone please help!
 
He's missing his mummy and his brothers and sisters. Just cuddle him and once he settles in it'll stop.
 
Is he in pain maybe? It sounds like youl have your hands full with that mix of breed
