My Jeep Wrangler heater does not get warm.?

My 1999 Jeep Wrangler 4.0's heater will not get warm. It blows plenty of air but it does not get warm even at operating temperature. Is it the heater core?
 
The heater core is the highest device in the entire coolant circulatory system. This means that when the coolant is low, the heater core is the first thing to be starved of coolant - necessary to blow hot air. I suggest first checking the coolant level and be sure it is up to the full mark.
