My Jeep won't shift into 4 Wheel Drive.?

My 1989 Jeep Cherokee won't shift into 4X4. It has the Command Trac system on it. The indicator light of the dash board turn on to say the front end is engaged and the front drive shaft turns, but it seems like it isn't connecting at the wheels. Any ideas?
 
sounds like the hub lock is broken is it a manual or a automatic locking hub if its not that then its going to be the transfer case when you are moving foreward sometimes those front drive lines will spin but that dosent mean that your putting power to the axle. check the hubs then move from there theres a small chance that the splines on your axle shafts could be stripped but you would hear that grinding while your trying to use the 4wd also the ammount of metal build up in the axle would make it seize.
