my jeep is hesitating?

my jeep is a 99 wrangler, when going 65mph at 2000rpm up a steep hill I get half way up and it does what I think is hiccuping, or stutters. my friend had the same problem but his was that the coil over packs were out. I don't have coil over packs, just wires and distributor. could it be a sensor? I don't know and need help. and don't have the money to take it into get it looked at. any simular problems, or ways to fix this.
see I did the tune up (spark plugs, wires, airfilter, oil and all, I even replaced the throtle position sensor and idle air sensor, I also borrowed my uncles fuel presure regulator and it read good. I was thinking it was along the lines of a MAP sensor or a fuel filter but there is no filter its a screen or two?
the filter might be above the tank but I haven't droped it yet to look.
the engine size is a 4.0 i6. I only have exhaust and a k&n filter for the original air box.
 
Could be a number of things, but the first thing that comes to mind is the fuel pump
 
It could be in need of a tune up, or something like the throttle position sensor going on it. Hard to say.
 
As a mechanic for many years I could try and answer this question for you. There could be many of reasons why this is happening. One could be the engine is out of "time", that means that the engine is firing at the wrong time. You could try and adjust the distributor and see if that will solve your issue. You will need a timing light and some basic knowledge on how to use the light for your vehicle. It could also be a clogged or semi-clogged fuel filter. That would be another inexpensive thing you could try to see if that will fix it. With out listening or driving your vehicle it would be hard for anyone to answer the question with exact results. If you try my ideas listed, and it still does not help, Please re- post the question with some of the steps you have tried. Also let me know what motor your jeep has in it. And any mods. (if any) that have been done to it. The more information you could give, would make is easier for me to help you. I hope this is useful to you. Good luck , I hope it works out for you
 
i think it may be one of your tubes (idk the name and sry for that) way in the hood under the engine, it could be swelled and could be holding up air pressure and in this case hiccups the car
