i have charter 5mb but here for the last couple of days it has been acting weird. when i run a speed test it comes up as 8-9mb but when i download a file it downloads at the speed of my 5mb. and some times i will download a file and it will jump from 500kps to 1mbs is there a reason for this or what could be going on? and also my browseing speed has been that of charter 10mb im really confused.
