If a lawyer won't take the case , then there is probably no case to be made. About all you can do is to file a complaint with the hospital, and with the AMA of you feel you were mistreated.
How do you think he should have been treated? What were the consequences of him returning home without being treated? Did he get an infection or become very sick? Unless his health suffered from not being treated then you will have no case.
The doctor will have assessed him and decided no treatment was necessary and there isn't much you can do about that.
