I am scared for him to join the army. Would he go to Iraq???

My husband is an electrician would he have a better chance in the coast guard or army?

What he does now does not matter. If he is joining the military and you are tying to keep him from going to Iraq by choosing a service... Coast Guard.
They mainly deal with CONUS operations. Here is an excerpt,
"The overall mission of the Coast Guard is to protect the public, the environment, and the United States economic and security interests in any maritime region in which those interests may be at risk, including international waters and United States coasts, ports, and inland waterways."
That doesn't mean he won't deploy. Just that he is less likely to do so.
