My horse has some kind of a flaky skin rash...?

Ok i think if seen this before somewhere and i think its common but i cant remember how to treat it... :/
Its not at all sore. If you run your hand over the area it feels bumpy. If you scratch it a little with your fingers, dead skin and hair falls of. If you pull the hair small chunks fall out... i remember a horse having this on his back but i cant remeber how it was treated (my horse's is on her belly)... heres a photo of where her rash is... its not too good but it might help.

Oh and since its on her belly should i not ride her for a while since the girth sits on it and may rub.
 
Sounds like rain rot. Especially as it's around her girth.
Nothing to worry about; it's basically where they get some bacteria in the fur and it causes it to fall out and the skin will flake a bit. You need to wash it every day with either a surgical shampoo, or an iodine wash. It could take a few days, could take a few weeks to get rid of. Also, after you untack, wash your girth (or at least leave it to air out) or the bacteria will keep getting back on her skin.

it is lice my pony had the same at the start of the year and called the vet out and said it is very common and no need to worry,, it could also be an allergic reaction that tends to make there skin very dry and flaky. My pony got it on the top of his tail from an allergic reaction from his shampoo and on his neck from lice so i wouldn't spend loads on a vet get some lice killer stuff .
It also looks abit like sweetich if u get some de-itch cream rub it on and see if it helps my old pony ad swetich and as soon as we started puting de-itch on it and his hair grew back and is skin went moist again.

It could be any number of bacterial or fungal skin infections. (I wouldn't consider lice right off because they dont' cause bumps and they tend to be more noticeable in the main and tail.) A good general recommendation is to wash the area daily with either betadine or chlorhexidine for several days and see if it improves. If so then continue washing until it clears up. If not then call your vet for an exam to get a good diagnosis.
