My girlfriend's 1 year old daughter whines ALL THE TIME. What should she do?

She whines all the time, about every little thing. It is the worst I have ever seen. I know it is the way it is partly because she is around her 1 year old all the time and she always gets attention but now when she doesn't want to give her attention, she screams and screams and screams and won't stop. She won't sleep in her crib, if she is put in her crib she screams, when she puts her to sleep in bed, and later on in the night she will put her in the crib, eventually she will wake up and scream and scream until she gets back into the bed. She will scream and won't stop until she gets picked up, she will scream when her mom doesn't let her get into things. She is tough and when she gets hurt she will only cry for a couple of seconds, but she is just such a brat and I want some advice from some parents that may have had a bad experience will their child and whining and how they controlled it.
