my garden soil goes dries and water doesn't get through to the veg?

Hi there, our garden soil has been worked and we have over time added blood and bone, cow manure, the problem is that after 2 weeks it goes very dry on the top and water doesn't really get through to the plants , we also cant afford to mulch yet , is there any thing organic that we can add to the soil so the soil can become loose ? thank you
 
I'm guessing you've got hard packed clay where you're gardening. I would add composted leaves and sand with some lime mixed in to loosen and aerate the soil. Good luck.
