My friend has 86 chevy delta van.When he shuts it off its keeps running!!?

It runs mis fireing and white smoke out the tail pipe.Any idea whats wrong with it?It 's embarassing being seen when it does this lmao Mechanic said he is not sure what it is!
 
probably carbon deposits in the engine staying red hot in the cylinders, in turn igniting the fuel sent by the carburetor. Carburated vehicles will keep sending fuel as long as there is a vacuum pulled, witch is normally lost when the ignition is cut off, stopping combustion. if your fuel continues to ignite without a spark, you keep getting power, motor keeps running, fuel keeps coming, its a vicious cycle. If that's not it, the ignition system has been tampered with in such a way that it stays on after the ign. switch is turned off, which is unlikely.
