My 1998 ford escort finesse is a lovely car she drives smoothly but when i turn on the engine or stop at lights the car revs slightly by itself is this normal and would it fail the mot?

You probably just need to service it, and no it should fail an MoT for that.
It could be a number of things, your transmission slipping, but it is definitely not normal.
A woman I worked with had this same problem in her PT Cruiser, She kept taking it to the dealership and they kept telling her that it was the air conditioner kicking on.
Your going to have to take your car to a mechanic, or someone who knows their way around a car. Good luck!
