My fish tank is cloudy for no apparent reason as far as I can tell?

I have a 10 gallon tank with 10 goldfish in it. For an unknown reason to me it is very cloudy and smelly. I have tested the PH, it is normal for goldfish. I have also used drops called Clear Water that says it removes odors and cloudiness. And it just didn't do anything. So I just need some ideas from people who are better at this than me who may know what is wrong. Or any products that work for you. Thank you for any help.

- Also, my filter is in working order.
 
u have a 10 gallon tank with 10 fish in it? that's y its cloudy! u need a waaaaay bigger tank than that for all those fish! its too over crowded nd soo they will die off one by one because that's just to many fish! it could be the filter because i had a 10 gallon filter on my 10 gallon tank and it was cloudy all the time( i also only had 2 fish) but then i got a bigger filter for a 20 gallon tank and it works great!
 
too many fish for one tank. u gotta cycle it too. theres alot of information about cycling a fish tank all over the internet. for now just take out half of them and keep them in a bucket of water or something. too much rise in ammonia could kill them
 
u need a 300 gallon tank thats your problem. Get rid of those gold fishies and by some danios and cory cats. You obviously are inexperienced and didnt research at all
