My fish sinks to the bottom?

My fish had a small case of ick a couple days ago. now i am a new beginner to learning how to raise fish, but all of his spots have gone away. But now, all he does is sink to the bottom and just move his fins a little bit. and when i pull him up with the catching net, he falls right back down, and i dont think its on purpose.

i just got him a few weeks ago, so i know that its not age, but could it be a bladder infection? if so, what do i do?
 
Sounds like the swim bladder is messed up and that means he's probably dying, move him to the medic tank and give him a few days if he perks up put him back in the regular tank. I bet he's a gonner though
