my fish is sick and i need help?

my goldfish which is about nine now is sick his fins are rotting off and i dont think its fin rot because all of his scales have completely lost color and are shedding off he kind of appears to be bloated but im not sure because all the time we have had him he has looked like that he is not active he just floats around he has been like this for a week or two now but he is not dead i need an answer and suggestions for curing him
 
hi..not sure how long goldfish live. if u have aquarium salt (dont matter if he is just in a bowl) i would add some. it is good for all kinds of fish diseases. i think it is only 1 tablespoon per gallon if i remember correctly.
