My fish is losing it's fins?

The platy is stress because of she is constantly harassed. Stress makes them vulnerable to all kind of things. The best thing to do would be to separate them.

A three gallon tank is large enough for only the single betta.

~I apologize for that persons mistake. I also work for Petsmart and know that I would never have told you that it was okay to add another fish.
 
I have a 3 gallon tank with a betta and an orange platy in it. The betta sometimes chases the orange one around, but he never seems to catch her. But now I see her fins are frayed and the scales on her back look very rough. I have considered fin rot but I figured I'd better get another opinion. Is it just that my betta is beating up on her?
The tank is filtered and heated. I was told by the petsmart people that the tank could hold another fish. She's not that big either, since I didn't want the betta to feel like his "dominance" was threatened.
