My fish has tail rot.......maybe?

Okay, my neon tetra was fine this morning. when I came home from school, his fins turned white and were in little ragged wispies. What does he have and how do I cure it?
P.S I changed the water yesterday and my fish got water shock ( i think). But it was weird because only my neon tetras died (except for the one mentioned above) the african dwarf frog, snails, and cory cats werent the least bit disoriented. Are neons more sensitive then other fish?
okay, if it has neon tetra disease, and if theres a parasite to it, would that parasite be a little white worm?
10 gallon tank, other fish listed above.... (3 cory cats, 1 african dwarf frog, originally 5 neon tetras)
 
it could possibly neon tetra disease(NTD)
they are more sensitive to it( hence the name)

tetras are more sensative to water quality than many other common community fish. how are you changing their water? what size tank, what other fish?
