my fish has a wierd ball under his fin. is he sick or is it normal?

is it like under his neck? if it is then its his tummy!!! its because it ate alot and well it wanted to show you its tummy to show you he's full. mine does it all the time...doesn't say much for me but i'm feeding 3 neon tetras too....
