My first cat, need help training him.?

My cats name is Kobe and he's now 8 months old. I have had him for about 4 months now and with my current living situation I have him locked in my room most of the day. When hes in my room he always listens when I tell him to come. Whenever he is outside of my room and I call him he looks at me for a second or two then darts away. I am curious if he's running away from me because I am a bad owner, or if he just wants to run around because he's locked up most of the time? I would let him run around but as soon as I turn my back on him he goes after my moms flowers and tears them up. Any advice would be a great help. Thanks
