My Financial Aid was rejected?

So A few year ago I paid for some college classes out of pocket. I Withdrew From one and received a failing grade in the other.Recently, I filled for Aid and completely qualify for almost everything. But they are rejecting my application due to the two classes I mentioned. I am below the 67% mark and my GPA is 0. What should i mention in my appeal letter?
 
They want to know what exceptional circumstances are the basis for you requesting that they reconsider your financial aid application.
