My feet move to fast for my arms to keep up when sprinting?

I am not slow or anything, actually im very fast. I want to get faster but I feel like my form is whats holding me back from improving. I run a 11.4 100 and a 4.48 40 yd dash. Ive watched myself run before and it seems like i take 1.25 yard strides very fast and my arms are only able to pump halfway up when i get ready to take my next stride. How would i go about fixing this? Im about 5"7 so I can't take huge strides.
