My EFC is too high and financial aid said I won't be...?

receiving a Ell Grant. I don't think it is fair. They told my that only my mother and her children under a certain age. Its me, my momma, my 2 nieces and 3 nephews. They said they only go be me and my momma. They don't consider my nieces and nephews. Just because you don't consider them when doing my FASFA does not take away the fact that she is taking care of them and providing for them. I want to use loans as a last resort what can I do.
