My driving licence photo looks very different to the original... having...

...difficulty with people recognising me? The original photo does look like me, BUT, somehow, the photo does not look like me on my license - the quality is poorer and is in black & white, which makes my face look very bizarre.
So this is no fault of my own, i rang up to ask whether i could change the photo but it will cost me £20!

You don't need to change it. If it is an issue for when you go out clubbing.. just take another photo id with you to prove that it is you.

If you are using someone else's driving license (which everyone does) then they won't change the picture unless you take the birth certificate and passport and if you get caught then you are in serious trouble for identity fraud.
If this isn't the case then pardon me.

I'm not sure why you are so desperate to change it. If it actually looks nothing like you then maybe you should change it .. but seriously if it is only slightly bad then don't worry. I don't know what they do to the drivers licence fotos as mine doesn't look much like me but i don't really care.
 
It may not be your fault, but it is still your responsibility to have accurate and up to date documentation. Sorry!

Trying to get the DVLC to do 'one off'' variations will drive you to distraction. If you value your sanity, it's pay up, I'm afraid.
