my dogs eyes are watery she whines when shes outside she scratches nonstop bites...

...@ herself no fleas nothing? we adopted her from the pound as a pup in march of 09 she was treated for 2 types of mange which helped the vet said she was 2 young for allergies but since spring while out side she whines and Howells now her eyes are watery she scratches constantly she has lost some hair my puppy is miserable i want to help her the last vet bill was $130 for 2 meds please help
 
my last dog had skin problems 2 not mange and no fleas.it could be poison ivy she got into..but get some oatmeal shampoo from a store and give her a bath it helped my dog
 
She is allergic to the grain that is in her food. Dogs are never too young to have allergies. Feed her grain-free food and she will stop scratching.
 
It sounds like an allergy problem to me, I'd try going to another vet for a second opinion if they still say its not allergies and the meds haven't helped
