My dog whines, A LOT, even when he is completely fine, what can I do?

My dog is an American Eskimo x Corgi, and he was abused at the farm he lived on before I adopted him from the local SPCA. He is a wonderful dog, and I love him to pieces, but he whines sooo much. Even if he is perfectly fine he whines. Is this normal? I have never owned a dog before, so all this is new to me...
 
Yes, it's normal for an abused dog. He needs a psychiatrist or a dog's behavior therapist. there are dogs' behavior therapists in the USA, but you may try to find if there is any one in your country.Good Luck!
 
Have you taken him to the vet? Are you sure he is fine, and not in any pain? That is the first step.

If you know that he is okay, then just ignore the whining. Seriously, when he starts whining, fold your arms and turn your back on him, or at least look away from him. When he stops whining, even for a few seconds, praise him and pay attention to him. Do that as much as you can, then increase the length of time you need him to not be whining before he is praised- but NEVER give him any attention for whining. It might take a few weeks, but he will catch on.
 
My dog whines like it's his job when he's bored. See if a walk calms him down, or take him out and play a game of fetch or something.

Are you certain he's not in any kind of pain? Maybe joint pain or an ear infection or something that's not obvious just by looking at him?
