My dog gets "in the mood" and shakes/whines?

Ok. So I have a 2 year old neutered Westie that likes to hump things. I can tell when he's "in the mood" by how he starts getting excited, runs around, scratches you, and starts making the movement. I'm not so worried about this, but when you hold him or make him stay in an area with boundaries during this time, he starts shaking, whining, barking, and won't calm down until you hold him on his side and tell him to "shh" for a while. I don't know whether this is normal or if I should talk to someone about this.
 
You never told us if he has been castrated. If he has then I don't personally know what to suggest. If he hasn't then I would suggest you do that. That apparently helps lots with pups ...
We have a 5 month old Border Collie and we are waiting for the day we can do this to calm him down that little bit extra than what we can do for him each time he gets excited.
 
It's completely normal. I have a female chihuahua who is spayed and does the exact same thing, she has an stuffed eyore, and if she's in the mood and you take it away she does the same thing. It just means they are excited and happy. Nothing major, just let him hump whatever and he'll stop.
